Control~1~Public Education and Outreach as to Stormwater Impacts
Element~a~Implement a public education program to distribute educational materials to the community or conduct equivalent outreach activities about the impacts of stormwater discharges on water bodies and the steps that the public can take to reduce pollutants in stormwater runoff.
BMP~01~Educational Brochures Distribute various educational materials that inform the public of the impacts of stormwater runoff and the steps that they can take to reduce pollutants. Specifically target education efforts on the reduction of pollutant types included in any BMAP. Maintain electronic versions of main brochures (Save the Swales, Pointless Personal Pollution, and Stormwater Facts) on the city website. Maintain list of titles and content for review.

Goal~2~Track and report the number of appropriate educational materials distributed in reporting period.
BMP~02~Enviroscape Education Demonstrate the effects of stormwater runoff (NPS) at community events, utilizing the “EnviroScape” model that was purchased. Hold at least one demonstration and/or make the model available for educators, and residents to utilize at no cost.

Event~5066~3/24/2024~Attended:10~Today i hosted an event at the Lyonia Environmental Center. I demonstrated the importance of our watershed model and the effects pollution has on our waterbodies. The event was a success. I handed out over 20 informational packets to the guest.
BMP~03~University of Florida Website Link Maintain Link to the University of Florida’s “The Florida Yards and Neighborhoods Program” on the City’s website.

BMP~04~Stormwater PSA Continue public service announcement on Deltona TV station (DTV) regarding stormwater awareness; provide information on pollutants of concern for Deltona.
Goal~1~Track and report results of potential viewing audience, dates & times as well as brief synopsis of message during reporting period.
BMP~05~Public Erosion and Sediment Training Conduct or have a representative of Deltona help conduct an annual Florida Stormwater, Erosion, and Sedimentation Control Inspector Training & Certification Program class. Invite local contractors, city employees, and others who are involved in stormwater protection and management. Maintain at least one “Qualified Stormwater Management Instructor” on staff. Distribute invitations in person, website, and in coordination with FDEP. Conduct, or assist with, training at least annually.

Element~a~Comply with State and local public notice requirements when implementing a public involvement/public participation program.
BMP~01~Stormwater Public Presentation Invite the public to attend and participate in the annual Public Presentation on efforts to minimize stormwater pollution. Advertise the event using a variety of current social media outlets, such as, Facebook, Facebook Boost, City website & event calendar, Instagram, local newspaper, and other environmental posts, at the discretion of the City’s Communication Officer. Conduct a presentation which includes a review of the City’s SWMP. Ensure that attendees are allowed ample time for feedback and input on the SWMP.

BMP~02~Annual Lake Cleanup Volunteer Program Develop a plan of action, distribute brochures/flyers, advertise on media, and perform action plan.

Event~5068~4/6/2024~Attended:25~Annual Lakeshore Cleanup was a Success with over 25 volunteers. Over 20 Flyers were posted throughout City Buildings, Social Media, and City Website.

Progress~2478~4/6/2024~25 Volunteers met at Dupont Park and along Elkcam Blvd to Van Orman Drive. We cleaned areas of Lake Dupont and Lake Angela. 10- 20 Gallon Trash Bags Full. (1) Shopping Cart (1) Tire ,Forks, Cups, Lottery Tickets, plastic bottles and small trash items. Total of 8-10 13-gallon Trash bags collected.
BMP~03~Stenciling Program Maintain Storm Drain Stenciling program as volunteers allow; include employees during stenciling and document participation and number of drains stenciled. Advertise for volunteers.

Control~3~Illicit Discharge Detection and Elimination
Element~a~Develop, if not already completed, a storm sewer system map, showing the location of all known outfalls and the names and location of all surface waters of the State that receive discharges from those outfalls.
BMP~01~Outfall Map The City of Deltona currently maintains a stormwater atlas with locations to waters of the State and identifies major outfalls to these waters. Maintain atlas with new outfall locations, and waters of the State that they discharge to.
Goal~1~Document and report the number of ground truth investigations conducted in the reporting period.
Goal~2~Track and report the number of outfalls to waters of the State mapped and new outfalls discovered within the reporting period.
BMP~02~MS4 Inventory Maintain and update an inventory of the City’s owned and maintained structures to include linear feet of conveyance (ditches, swales, or pipes), number of inlets/catch basins, and number of retention/detention ponds inventoried.

Element~b~To the extent allowable under State or local law, effectively prohibit through ordinance, or other regulatory mechanism, of non-stormwater (i.e., 'illicit') discharges into the storm sewer system and implement appropriate enforcement procedures and actions.
BMP~01~Illicit Discharge Ordinance Monitor the Stormwater Discharge Pollution Control Ordinance which prohibits illicit discharges into the city’s MS4; review and revise as necessary. Ensure that the ordinance details inspections, enforcement, and other approaches to eliminate illicit discharges.

BMP~02~Florida-Friendly Fertilizer Ordinance Monitor the City’s Florida-Friendly Fertilizer Ordinance which has the ultimate goal of eliminating the negative impacts to Florida’s Waters from the inappropriate use and disposal of fertilizers. Ensure the ordinance is in-line with State requirements, details any necessary application limitations, enforcement actions, and other approaches that aid in the elimination of impacts from fertilization to the maximum extent practicable.

Element~c~Develop and implement a plan to detect and eliminate non-stormwater discharges, including illegal dumping, to the MS4.
